In the Work-Plan Review letter, the <br /> RWQCB conditionally approved the installation of the five groundwater monitoring wells and eight soil vapor <br /> wells as proposed in the Risk Assessment and Well Installation Wok Plan dated September 2006 with the <br /> following modifications: <br /> • All groundwater and vapor monitoring wells will be installed by December 29,2006. <br /> • Up to two additional soil vapor wells will be installed by December 29,2006. <br /> • A report of investigation and risk assessment will be submitted by February 23, 2007, and this report <br /> will include proposed locations for deeper wells. <br /> • These deeper wells will be installed by April 27,2007,with a report due by lune 29,2007. <br /> • Samples collected for benzene,toluene,ethylbenzene and total xylenes(BTEX)will be run by SW-SG <br /> Method 9260,and the appropriate samples will be tested for the appropriate used oil constituents. <br /> • Requests for extensions will be in writing and will include a chronology of events and a proposed new <br /> schedule to conduct the work. <br /> ExxonMobil concurs with and will implement the modifications to the Risk Assessment and Well Installation <br /> Idiork Plmn as described in the RWQCB's letter. <br /> As you are aware, ExxonMobil does not own the two properties oil which the proposed work will take place. <br /> As offsite access can sometimes be problematic, ExxonMobil directed E.TIC Engineering to issue written <br /> requests for access agreements to the two property owners as soon as possible. These letters, dated October 4, <br /> 2006(attached),predate your work plan approval letter. Only one of the property owners responded fl'avor favorably <br /> to the letters ExxonMobil then attempted to establish an access agreement directly with the remainingproperty <br /> owner in a letter dated November 10,2006(attached). This effort has proved unsuccessful to date. <br />
