I a. Violation of Health and Safety Code sections 25100 et seq., as described in <br /> 2 paragraphs 15— 15(i) above; <br /> 3 b. Violation of Health and Safety Code sections 25500 et seq., as described in <br /> 4 paragraphs 16— 16(g) above; <br /> 5 c. Contributed or caused to be contributed, directly or indirectly a discharge into the <br /> 6 City storm drainage system of any pollutant,wastewater, or any substance or material which <br /> 7 interfered with the operation or performance of the City storm drainage system or violate the City's <br /> 8 NPDES permit, in violation of Stockton Municipal Code section 13.16.060; <br /> 9 d. Discharged which resulted in or contributed to a violation of the City's NPDES <br /> 10 permit,in violation of Stockton Municipal Code section 13.16.120; <br /> 11 e. Failed to comply with best management practices guidelines or requirements <br /> 12 identified by the Director of Municipal Utilities, in violation of Stockton Municipal Code section <br /> 13 13.16.150(B); <br /> 14 f. Discharged sewage or other waste, or the effluent of treated sewage or other waste, <br /> 15 in any manner which will result in contamination,pollution, or a nuisance, in violation of Health and <br /> 16 Safety Code section 5411; <br /> 17 g. Dumped or discharged any waste within one hundred and fifty feet(150') of the <br /> 18 high water mark of any watercourse or impoundment for either natural or unnatural surface water, in <br /> 19 violation of San Joaquin County Ordinance Code,title 9 section 9-1125.3(a); and <br /> 20 h. Discharged any treated or untreated wastes that may be detrimental to the surface <br /> 21 or ground waters of the County, in violation of San Joaquin County Ordinance Code,title 9 section <br /> 22 1125.4; and <br /> 23 i. Discharged pollutants into the navigable waters of the United States with the <br /> 24 jurisdiction of this state, in violation of Water Code section 13387. <br /> 25 PRAYER <br /> 26 WHEREFORE,Plaintiff prays that: <br /> 27 1.
