1.0 PURPOSE <br /> To establish policy and procedures for emergency response situations which may occur <br /> at the J. R. Simplot Lathrop manufacturing facility. This contingency plan is designed <br /> to assist in both pre-planning and actual response to emergency situations. Effective <br /> :implementation of this plan will minimize hazards to employees, the community, and the <br /> environment . <br /> 2.0 OBJECTIVE <br /> The Contingency Plan has three main objectives: (In order of priority): <br /> 2.1 To protect human health. <br /> 2.2 To protect the environment <br /> 2.3 To protect property. <br /> 3.0 REVISION & DISTRIBUTION <br /> 3.1 The Contingency Plan will be revised whenever there is (1) an applicable <br /> facility permit change, (2) revisions in regulations, (3) a plan failure in an <br /> emergency, (4) a change in the facility design, construction, or operation, (5) a <br /> change of listed personnel or equipment, or (6) a recommended change by <br /> emergency response personnel. <br /> 3.2 In addition, the Safety Department will review and revise this document <br /> according to the experience acquired during each emergency at a minimum of <br /> once per year. <br /> 3.3 A copy of this document and any future revisions will be distributed to the <br /> following binder locations: <br /> 3.3.1 Plant Operations Areas <br /> 3.3.1.1 Sulfuric Acid Control Room <br /> 3.3.1.2 Sulfate Control Room <br /> 3.3.1.3 Granulation Control Room <br /> 3.3.1.4 Ammonia Storage Control Room <br /> 3.3.1.5 Scalehouse <br /> IiRT Contingency Plan Page 1 06/23/99 <br />
