! r <br /> ?a� <br /> J R Simplot <br /> 16777 Howland Road <br /> 4/28/00 <br /> 2:15p Receieved call from Donna Murphy an employee of JR Simplot Go regarding leaking <br /> Sulfuric Acid Above Ground Storage Tank She told me that the leak was discovered <br /> during an inspection being conducted by the'RWQCB. <br /> 3:30p On site.Met with Donna Murphy,Harvey Horner and Bill Batterton.We visited the <br /> tank location. Mr. Horner explained that they can reuse the contaminted soil in their <br /> production he because the product is a mixture of sand and sulfuric acid. He <br /> showed me a pile of dirt that came from the excavation which he said the pH was <br /> greater than 2 which he will reuse. This dirt pile was near the fire water pond. We <br /> then walked back to the AST location where he showed me some dirt that was <br /> stored in a 1 ton bag. We took a sample of pH from this bag and it was neutral. Then <br /> we walked over to the excavation and took a pH of the soil. The soil in the <br /> excavation was less than 2.I asked them to pothole down and we took another <br /> sample from a depth of about 4 feet and it was also less than 2. <br /> I asked Mr. Horner if the workers performing the tank replacement were smplot <br /> workers. He told me that the work was being conducted by an independent <br /> contractor. The independent contractor was Jimmy Rae Construction. I asked Mr. <br /> ' Rae if he or any of his employees were HAZWOPER trained. He stated that he had <br /> been trained by JR Simplot. I aked him if he was HAZWOPER trained and he said <br /> that he had not been. <br /> I spoke with Ms.Murphy,Mr. Homer and Mr.Batterton and discussed the fact that <br /> Jimmy Rae Construction may not be properly licensed to perform this work I gave <br /> them the list of hazardous waste cleanup companies and told them that they should <br /> hire someone from that list. <br /> 4:15p Called into the office. I asked Mike if he wanted to relieve me. When he didn't <br /> return my call I called Letisha. I asked her if Mike was going to relieve me. She said <br /> that it would be OK for them to perform the cleanup unsupervised and to call Mike <br /> in the morning for confirmation.I relayed that information to Ms.Murphy,Mr. <br /> Horner and Mr.Batterton. <br /> 4:30p Left the site. <br />
