SIMPLOT LATHROP FACILITY, <br />LATHROP, SAN JOAQUIN COUNTY <br />California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br />Board) staff received the Extraction Well Pumping Test Work Plan (Work Plan), dated <br />10 September 2010, prepared on behalf of J.R. Simplot Company by AMEC Geomatrix, Inc. <br />The Work Plan presents the rationale and methodologies for performing aquifer testing in <br />support of the design of an extraction system to remove inorganic constituents of concern from <br />groundwater at the site. The Work Plan also includes activities for the decommissioning of <br />two non-functioning pond lysimeters, and installation of a monitoring well to replace one of the <br />lysimeters. <br />The elements of the Work Pian were discussed in our meeting on 25 Augdst 2010. I have <br />reviewed the Work Plan relative to the items we discussed, and concur with the approach and <br />schedule for the work. <br />J.R. Simplot proposes to use the newly relined North Pond to temporarily store groundwater <br />extracted during development of the new wells and during aquifer testing. My review of Waste <br />Discharge Requirements (Order) No.97-229 indicates that the use of the pond for this purpose <br />is consistent with the discharge specifications in the Order. Concentrations of constituents <br />listed in the table shown in Section 2.9.3 of the Work Plan in the groundwater from the <br />extraction well and the new monitoring well must not exceed the historical average <br />concentrations for process water placed in the North Pond. <br />Please inform me at least 48 hours before field work begins, so that I may observe site <br />activities. <br />California Environmental Protection Agency <br />(a Recycled Paper <br />
