This Annual Report shall contain an evaluation of,the effectiveness and <br /> progress of the investigation and remediation, and may be substituted for the concurrent <br /> semi-annual monitoring report. The Annual Report shall contain the following minimum <br /> information: <br /> (a) A discussion of the concentrations of the CDCs in compliance monitoring wells <br /> relative to baseline values; <br />
