PHS/EHD firmly states that the groundwater contamination must be cleaned up <br /> to nondetect levels, if feasible, and that some other form of remediation may be more cost <br /> effective to cleanup both the soil and the groundwater in the long term. The RP was told <br /> by the consulting firm that after the excavation and two quarters of sampling, they will <br /> recommend, and receive, regulatory closure. PHS/EHD responded that a regulatory <br /> closure would not be warranted until all issues were addressed and the groundwater <br /> contamination remediated until no further threat to groundwater is achieved. <br /> 12-07-92 PHSIEHD initiates the public participation process for this site in response to the proposal <br /> to excavate the soils at the site. <br /> 12-09-92 PHS/EHD sends letter to RP stating that over-excavation will likely remove the bulk of the <br /> contaminated soil at the site, but that the soil in the zone deeper than that to be <br /> excavated, and the soil in the "smear zone" must be characterized and addressed in <br /> future remediation efforts. The letter states that the contamination noted in the former <br /> septic pit (MW#4) must also be addressed and emphasizes the importance of proper <br /> laboratory QC data and detection limits. <br /> 01-13-93 PHS/EHD sends letter to RP stating the public participation period was completed and the <br /> proposed work can be scheduled to begin. <br /> 02-10-93 PHS/EHD receives the fourth quarter 1992 quarterly report which reports the monitoring <br /> and sampling of all six site wells on December 30 through 31, 1992.1 The depth to water <br /> was approx. 77.8' to 80.65' bgs with the flow direction to the south east.
