The information provided by Ms. Youngblood was <br />confirmed by you in a telephone call with Tim O'Brien of the Regional Board. <br />The steam cleaner is used to clean mechanical items prior to performing repairs. The wastewater <br />generated by the steam cleaner drains to an oil/water separator; the effluent from the separator is pumped <br />to the land application areas. Using the steam cleaner to clean mechanical items results in wastewater <br />which contains petroleum products and possibly heavy metals. Discharging this wastewater to land is a <br />violation of the Waste Discharge Requirements (WDRs) Order No. 96-077. Although the wastewater <br />has not been sampled, wastewater discharged from parts washing stations typically contains metals and <br />petroleum products which exceed applicable water quality goals. Discharge Prohibition A.3 of the <br />WDRs prohibits discharge of hazardous or designated waste; Groundwater Limitation D.2 prohibits <br />groundwater degradation by chemicals, heavy metals, or trace elements in concentrations that adversely <br />affect beneficial uses or exceed maximum contaminant levels. <br />Delicato Vineyard must cease the illegal discharge of steam cleaning wastewater immediately.
