These materials were identified as liquid fertilizer product and <br /> potash fertilizer, respectively. Since these materials have economic value, and <br /> can be used directly as a fertilizer in their current state without any chemical or <br /> physical modifications, they were recovered and transferred from Jack Tone for <br /> agronomic use. <br /> Items 202 and 301: <br /> • On 3 March 2016, the white staining on bare soil was removed via shoveling and <br /> scraping in all affected areas, including the area north of the former tank farm, <br /> and the drainage ditch inside the north property boundary. This material was <br /> stored in plastic-lined roll-off bins, sampled, and tested by Zalco labs. After <br /> review and approval from Republic Services, the contaminated soil was shipped <br /> as non-regulated material to their Forward Landfill, located at 9999 E. Austin <br /> Road, Manteca CA. Enclosed are the shipping manifests, the Republic Services <br /> Special Waste profile, and the Zalco lab report. <br /> • On 3 March 2016, oil-stained soils were dug up and placed in covered 55-gallon <br /> drums. Samples were collected and analyzed by Zalco labs. After review and <br /> approval, the waste was picked up by Kern Oil Filter Recycling, LLC, as a non- <br /> RCRA hazardous waste, solids (oil and dirt). Enclosed are the uniform <br /> hazardous waste manifest, an acceptance letter from the designated facility, and <br /> the Zalco lab report. <br /> Item 3010: <br /> • The former diesel tank was cleaned on 15 January 2016, and shipped off for <br /> disposal on 4 April 2016. Documentation was previously sent to you in a letter <br /> dated 7 April 2016. Included was the Hazardous Waste Tank Closure <br /> Certification form, the Certificate of Triple Rinsing from the contractor, a rental <br /> receipt for a multi-gas detector, a Hazardous Waste Manifest for disposal of the <br /> rinse water, and a Disposal Certificate for the tank. <br /> • The 29,000-gallon liquid fertilizer tank (tank#32) was cleaned of all product <br /> residue on 28 April 2016, and was closed in place. This tank is owned by the <br /> property landlord, Steve Giannecchini. Prior notification of the cleaning was <br /> emailed to you on 27 April 2016. Enclosed is a Hazardous Waste Tank Closure <br /> Certification form prepared by the contractor, MP Environmental. <br /> • The 9 poly tanks discussed under Item 102 above were washed out and <br /> removed from the site.
