Weber Avenue <br /> Third Floor <br /> Stockton, CA. 95202-2708 <br /> Attention: Doug Wilson, Michelle Le, John Jackson <br /> On March 12, 2004, John Jackson and Michelle Le of the San Joaquin County <br /> Environmental Health Department (SJCEHD) conducted a hazardous waste <br /> generator inspection and investigation of the San Joaquin Regional Transit <br /> District (SJRTD) Stockton Division. Listed below are SJCEHD's findings according <br /> to the "Unified Program Hazardous Waste Inspection Report" dated March 12, <br /> 2004. Along with these findings we have detailed any necessary response to the <br /> issues raised in the inspection report and the actions taken in order to further <br /> enhance our hazardous waste generator compliance status. This letter and the <br /> laboratory analytical results from Precision Environmental Technology (PET) of <br /> Stockton, CA for CAM 17 metals and Block Environmental of Pleasant Hill, CA for <br /> fish bioassay serve as an attachment to the Certification of Return to Compliance <br /> due on April 12, 2004. <br /> Illegal Operations: <br /> • 25189.5 (HSC)/66263.33(b) (CCR) Transported or caused transportation <br /> of hazardous waste to an unauthorized point <br /> 25201(a) (HSC) Illegal storage of offsite hazardous waste (Class I <br /> Violation) <br /> Response/Actions Taken: <br /> e The waste in question was sent out for Fish Bio Assay and CAM 17 Metals <br /> analysis. <br /> a The results of the Fish Bio Assay and CAM 17 metals analysis indicate the <br /> waste in question is not a hazardous waste (please see attached test <br /> report). <br /> In light of the above noted laboratory results, SJRTD respectfully requests <br /> that the SJCEHD retracts this item from the inspection report and removes <br /> the class I violation from SJRTD's file and reclassifies the inspection letter) <br /> as a "notice to comply". <br /> 1533 East Lindsay Street a Stockton CA 95205-4498 a (209)948-5566 (209) 948-8516 fax <br /> www.sj-smart.com <br />
