Item 38: LDR Notifications were not retained for the past 5 years. Title 23 CCR, section 66268.7 <br /> (a) (6). Begin this practice immediately. <br /> Response/Compliance Actions: The SJRTD shall reinforce this important hazardous waste <br /> management record keeping requirement during its one stop environmental compliance training <br /> workshop scheduled for this month. Furthermore, TRE shall confirm whether not any of the <br /> hazardous waste generated by the SJRTD would require to be maintained with an LDR <br /> notification. The SJRTD respectfully notes that the correct citation for the above regulations is <br /> Title 22 CCR, section 66265.32 (c), not Title 23 <br /> Item 49: Personnel training records were not all available. This facility is required to provide <br /> training in accordance with Title 23 CCR, 66265.51. Correct and submit documentation <br /> supporting training for your employees by no later than April 24, 2003. <br /> Response/Compliance Actions:_As was provided, earlier, in an electronic mail by Chris Durant <br /> of our Maintenance Department to your attention, The SJRTD shall launch its one-stop <br /> environmental compliance workshop during the month of April as was previously programmed. <br /> All hazardous waste management training records shall be forwarded to your attention upon <br /> completion of the workshops this month. In addition in order to ensure continuity and ensure that <br /> annual refreshers are provided and new employees are trained in the first six months of their <br /> employment with the SJRTD, the SJRTD's new training Department has been developed and Mr. <br /> Mark Fairbanks has been hired to become the SJRTD's environmental, health and safety trainer. <br /> Mr. Fairbanks shall undergo a series of rigorous competency training workshop sessions, which <br /> shall be developed and delivered by TRE Consulting. One of the competency training areas <br /> shall consist of a comprehensive hazardous waste management program. <br /> In closing, once again, I would reaffirm the SJRTD's corporate commitment toward <br /> partnering with the EHD in fully complying with the applicable provisions of Title 22 CCR, in <br /> developing a well-balanced hazardous waste management program.
