A 55 gallon black steel drum of"exterior aircraft cleaner surfactant"was observed on site with a hazardous waste label identifying the generator address as 100 South Ventura Avenue.. Stockton, CA with an accumulation start date of April 16, 2014. According to Mr. Herbert Henriquez,the waste was generated at the business' previous location and transported to this location when they moved in February 2015. No person shall transport hazardous waste to a facility that does not have a permit issued by the Department of Toxic Substances Control(DTSC)to transport hazardous waste. Immediately stop transportation of hazardous waste to unpermitted facilities. All these containers were observed open. All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. Hazardous waste container storage and transfer areas shall be inspected weekly for leaking containers and for deterioration of containers and the containment system caused by corrosion and other factors.
