Field Sampling Plan <br /> 5.1.Objectives <br /> The objective of the Field Sampling Plan (FSP) is to summarize the proposed field sampling <br /> activities necessary to calculate the risk at the site to indoor air and exposure to soil. To <br /> determine the risk,the presence and the vertical and lateral extent of potential contaminants <br /> at the site must be characterized. Potential contaminants of concern in the soil vapor are <br /> VOCs. Potential contaminants of concern in the soil are VOCs, SVOCs, metals and <br /> dioxins/furans. <br /> 5.2.Background <br /> The former Kearney-KPF facility is located at 1624 E. Alpine Avenue in Stockton, <br /> California. It comprises 12.6 acres and includes five buildings (Figure 2). These buildings <br /> consist of an office building, the former Manufacturing Plant,Warehouse,Foundry, and <br /> Galvanizing Building. There is an office trailer on west side of Galvanizing Building, an <br /> office trailer south of Warehouse Building and over TP-2A, and three elevated buildings <br /> over former Pond 2. A small building was erected in 2002 to house the UV/OX equipment <br /> associated with the groundwater treatment system. Kearney no longer owns the Site. The <br /> current owner, Alpine Builders, Inc.,rents space to various businesses. These businesses <br /> engage in trucking, equipment storage, auto repair, and construction. <br /> 5.3.On-site/Off-site Sources <br /> Prior to 1986 two topographic low spots were used for disposal of liquid wastes generated <br /> from manufacturing operations. Rinse waters and spent acid and caustic solutions were <br /> discharged to the ground south of the galvanizing building, "Pond 1". Silver plating rinse <br /> water containing some dissolved chlorinated solvents and metal was discharged to a shallow <br /> Swale west of the manufacturing building, "Pond 2". Both former"ponds" were closed with <br /> an engineered clay cover after removal of soil that posed a potential leaching hazard to <br /> groundwater. The extent of the covers installed over the former"ponds" is depicted in <br /> Figure 2. <br /> Additional waste disposal areas included a trash burning cage operated in the 1950's and <br /> 1960's (located in the vicinity of monitoring well KI-3), an area along the east side of Pond <br /> 2N where small quantities of spent degreasing solvents were placed on the soil and an area <br /> south of the Foundry where foundry sand was spread on the soil surface. A drum storage area <br /> was located along the driveway between the Galvanizing Building and the Manufacturing <br /> Plant. A dry well was located approximately 150 feet south-southeast of the former <br /> Galvanizing Building.
