(Kearney) for the Kearney-KPF facility at 1624 East Alpine Avenue in Stockton. <br /> The Report describes the activities performed to optimize the groundwater extraction and <br /> treatment system so that Kearney may move into full-scale remediation. Comments from the <br /> Department of Toxic Substance Control are not included in this letter. <br /> Kearney has removed the granular activated carbon units from the treatment train,worked on the <br /> dosing of hydrogen peroxide and use of different air blower flow rates, inspected and cleaned the <br /> ultraviolet(UV) light reactors, and modified the UV light reactors to prevent further sediment <br /> buildup in the reactors. Kearney recommends an additional month of prove-out monitoring to <br /> ensure that the proposed hydrogen peroxide dosage and air blower flow rate is sufficient. <br /> Regional Board staff concurs with the recommendation of an additional month of prove-out <br /> monitoring. By 3 November 2003,please submit the Prove-Out of System Report as described <br /> in Provision E.La of Waste Discharge Requirements Order No. 5-01-269. <br /> The Report also includes a response to four comments in Regional Board staff's 20 May 2003 <br /> letter. Kearney has provided sufficient responses to our comments. Based on the review of the <br /> responses to comments, Regional Board staff concurs that 1,4-dioxane may be analyzed by EPA <br /> Method 8270C provided that the maximum method detection limit is 1.0 microgram per liter. <br /> We propose to revise Monitoring and Reporting Program(MRP)No. R5-2002-0829 and MRP <br /> No. 5-01-269,Revision lto reflect this.
