CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. 115-2002-0829
FOR
KEARNEY-NATIONAL, INC. AND ALPINE BUILDERS, INC.
FORMER KEARNEY-KPF FACILITY
SAN JOAQUIN COUNTY
Kearney-National, Inc. (hereafter Discharger) operated the former manufacturing facility at 1624 East
Alpine Avenue in Stockton(site). The property is owned by Alpine Builders,Inc. Waste disposal from
the manufacturing processes occurred in the central portion of the site in surface impoundments, which
caused soil and groundwater pollution with total dissolved solids and volatile organic compounds
(VOCs), including 1,4-dioxane. This pollution impaired the beneficial use of groundwater.
Groundwater is first encountered at about 40 feet below ground surface. There are three water bearing
zones monitored at the site.
On 7 December 2001, Waste Discharge Requirements Order No. 5-01-269 was issued to the Discharger
for a groundwater treatment and disposal system. Groundwater is extracted from various wells and
treated by hydrogen peroxide injection, ultraviolet light, air stripping, and granular activated carbon
before discharge to the subsurface or a retention basin. Monitoring of that system is required by
Monitoring and Reporting Program (MRP)No. 5-01-269, Revision 1.
This MRP is issued pursuant to Section 13267 of the California Water Code and is necessary to
delineate groundwater pollutant plumes and determine whether remediation efforts are effective.
Existing data and information about the site shows the presence of various chemicals, including
chloroform, 1,1-dichloroethane, 1,2-dichloroethane, 1,1-dichloroethene, 1,2-dichloroethene, methylene
chloride, tetrachloroethene, 1,1,1-trichloroethane, 1,1,2-trichloroethane, trichloroethene, and
1,4-dioxane, resulting from the Discharger's past operations. The Discharger shall not implement any
changes to this MRP unless and until a revised MRP is issued by the Executive Officer.
Prior to construction of any new groundwater monitoring or extraction wells, and prior to abandonment
of any groundwater monitoring or extraction wells, the Discharger shall submit plans and specifications
to the Board for review and approval. Once installed, all new wells shall be added to the monitoring
program and shall be sampled and analyzed according to the schedule below.
