MONITORING AND REPORTING PRAM NO.R5-2002-XXXX 2- #
KEARNEY-NATIONAL,INC.AND UPRIGHT CONSTRUCTION
FORMER KEARNEY-KPF FACILITY
SAN JOAQUIN COUNTY
The groundwater monitoring program for the 45 wells and any wells installed subsequent to the issuance
of this MRP, shall follow the schedule in Table 1, unless the well or piezometer is being used as an
extraction or injection well, in which case sampling shall be in accordance with the extraction or
injection well monitoring in MRP No. 5-01-269, Revision 1. Once a well has been approved for
abandonment, the monitoring requirements listed are no longer applicable. The volume of extracted
groundwater shall be provided in semi-annual monitoring reports. Sample collection and analysis shall
follow standard EPA protocol and the approved Water Quality Sampling and Analysis Plan.
Prior to sampling, the groundwater elevations shall be measured in all wells. The Discharger shall
obtain quantitative, stabilized field parameter measurements and purge a minimum of three casing
volumes each time a well is sampled. Field parameters shall include pH, temperature, specific
conductivity, and turbidity.
REPORTING T
When reporting data, the Discharger shall arrange the information in tabular form so that the date, the {
constituents, and the concentrations are readily discernible and in chronological order. The data shall be
summarized in such a manner as to illustrate clearly the compliance with this MRP. In addition, the
Discharger shall notify the Board within 48 hours of any unscheduled shutdown of any soil vapor and/or
groundwater extraction system.
As required by the California Business and Professions Code Sections 6735, 7835, and 7835.1, all
reports shall be prepared by a registered professional or their subordinate and signed by the registered A
professional. A
Semi-annual reports shall be submitted to the Board by 1 February and 1 August of each year until
such time as the Executive Officer determines that the reports are no longer necessary. Each semi-
annual report shall include the following minimum information:
1. A description and discussion of the groundwater sampling event and results, including trends in the
concentrations of pollutants and groundwater elevations in the wells, how and when samples were
collected, and whether the pollutant plume(s) is delineated;
2. A description of the groundwater sampling event, including field logs. At a minimum, field logs
shall contain water quality parameters measured before, during, and after purging,method of
purging, depth of water, volume of water purged, etc.;
3. Copies of all laboratory analytical report(s) that includes laboratory quality assurance/quality control
sampling data; T
4. A calibration log verifying calibration of any field monitoring instruments (e.g., DO, pH, EC,
turbidity meters) used to obtain data;
5. Groundwater contour maps for all groundwater zones for each quarter;
6. Isocontour pollutant concentration maps for all groundwater zones;
