Dudek &Associates, Inc. (Dudek)performed the prove-out <br /> activities on behalf of Kearney-National, Inc. (Kearney) for the Kearney-KPF facility at 1624 East <br /> Alpine Avenue in Stockton, in accordance with Waste Discharge Requirements (WDR) Order No. <br /> 5-01-269. <br /> Dudek staff explained the treatment process, including details of the hydrogen peroxide injection, <br /> the ultraviolet(UV) system, operating the system remotely and manually, the sampling schedule, <br /> pressure transducers, and sump control measures. Prior to system startup, Dudek and other <br /> Kearney contractors were working on final preparations. The UV reactors had a fuse problem, and <br /> then the bulb wiper was not returning to the home position. These problems were solved, and the <br /> prove out began at noon. Problems encountered after startup were malfunctions of the motor for <br /> extraction well KI-12 and the sump control. <br /> I observed the startup and first hour sampling events. The startup samples were collected 15 <br /> minutes after startup to ensure that the water sampled was newly pumped water as opposed to <br /> stagnant water within the piping. During the first two hours of startup,the areas of underground <br /> piping were observed to ensure there were no leaks. <br /> Based on the site visit, Kearney still needs to place a fence around the treatment pad area. During <br /> the site walk, Dudek performed the work in an orderly manner, were safety conscientious, <br /> maintained sample integrity, answered Board staff questions, and provided thorough explanations <br /> for the work conducted. <br /> Prove-out is required for one month. Based on the startup date, by 30 August 2002 Kearney <br /> should submit the prove-out of system report as described in WDR Provision E.La. Kearney has <br /> discussed conducting the prove-out beyond the required one-month of operation. In the event <br /> that the prove-out is scheduled for longer than a one-month period,Kearney needs to update <br /> Board staff with a proposed revised report date. By 17 July 2002,please provide a progress <br /> update of prove-out activities, including whether prove-out testing is complete.
