(Kearney) <br /> for the Kearney-KPF facility at 1624 East Alpine Avenue in Stockton. The Department of Toxic <br /> Substances Control has also reviewed the Work Plan and their comments are attached. This Work <br /> Plan was prepared based on comments provided in our 14 February 2002 letter(Letter)review of <br /> the 21 December 2001 Draft Work Plan: Installation of Monitor Well South ofKI--12 (Draft Work <br /> Plan). The Work Plan proposes to install two monitoring wells in the intermediate zone. One <br /> monitoring well is proposed 500 feet south of well KI-12 on an adjacent landowner's property and <br /> the other monitoring well is proposed on the eastern berm of the runoff retention/infiltration basin <br /> west of KI-12. <br /> We have the following comments on the Work Plan: <br /> 1. The Letter provided six comments from Board staff on the Draft Work Plan. The Work <br /> Plan did not address Comments one and six. Kearney must address these comments. <br /> 2. The Work Plan proposes to install the monitoring wells with five feet of blank casing <br /> below the screened interval of the casing, but does not discuss the purpose of the blank <br /> casing or why this was changed from the original proposed well schematics. <br /> 3. The Work Plan proposes to measure turbidity during well development activities. <br /> Kearney must also measure other water quality parameters such as pH, temperature, and <br /> electrical conductivity. <br /> 4. The Work Plan states samples from the new wells will be taken during the four quarterly <br /> events, but does not specify that Kearney will also sample the wells following <br /> development. <br /> 5. The Work Plan proposes to sample the newly installed wells for volatile organics <br /> compounds according to EPA Method 8260. The analysis should include 1,4-dioxane. <br /> The Work Plan is approved on the condition that by 10 April 2002, Kearny provides a response <br /> to the above and attached comments.
