Derrick Peterson, Esq. <br /> PERMIT/SERVICES <br /> 3709 Toro Canyon Road <br /> Austin TX 78746 <br /> REVIEW OF WORK PLAN, KEARNEY KPF, STOCKTON, SAN JOAQUIN COUNTY <br /> We have reviewed the 21 December 2001 Draft Work Plan:Installation of Monitor Well South of <br /> KI-12(Work Plan) submitted by Dudek&Associates, Inc. on behalf of Kearney-National, Inc. <br /> (Kearney) for the Keamey-KPF facility at 1624 East Alpine Avenue in Stockton. The Department <br /> of Toxic Substances Control has also reviewed the Work Plan and their comments are attached. <br /> The Work Plan proposes to install a monitoring well 500 feet south of well KI-12 on an adjacent <br /> landowner's property. Kearney will install the well with the same construction design as well <br /> KI-12. <br /> We have the following comments on the Work Plan: <br /> 1. The "Distribution Of Contaminants" Section of the Work Plan states the groundwater <br /> that exceeds groundwater protection standards (gps) established in the Post-Closure <br /> Permit is defined by existing monitor wells and references Figures 4 through 6. Kearney <br /> must also evaluate the water quality goals as listed in California Environmental <br /> Protection Agency, Regional Water Quality Control Board, Central Valley Region's <br /> August 2000,4 Compilation of Water Quality Goals which is available on our website at <br /> www.swrcb.ca.gov/rwgcb5/available documents/index.html (updates to the water <br /> quality goals are also provided on the website). Based on both the gps and water quality <br /> goals,Kearney must use the lowest applicable cleanup goal. Figure 6 shows 1,4-dioxane <br /> delineated to 10 micrograms per liter(µg/1), but the water quality goal is 1.3 pg/l. Other <br /> water quality goals also might be lower than the gps values. <br /> 2. The Work Plan proposes installing the proposed well"a little" south of the location of <br /> the in-situ groundwater sampling. Kearney must be specific in regards to the location of <br /> the well and its proximity to the in-situ groundwater sampling. <br /> 3. The Work Plan is unclear because it proposes one new monitoring well, but in several <br /> sections states `wells" and"boreholes." Kearney must clarify these discrepancies. <br /> 4. The Work Plan proposes screening the new well in the same depth interval as well KI-12 <br /> with a borehole total depth of 125 below ground surface. According to the Work Plan, <br /> KI-12 is screened from 90 to 110 feet below ground surface,but the new well will only <br /> have 15 feet of screen. The written description of the well schematics on page 4 is not <br /> consistent with the proposed well diagram provided as Figure 10 or the screen length of <br /> well KI-12.
