Doug O'Neal • •
February 7, 2002
Page 4
• The Workplan should include step-by-step procedures for drilling, sampling, logging, well
installation, and well development.
• The results of well installation and development should be reported to the Department of
Toxic Substances Control (DTSC) and the Regional Water Quality Control Board (RWQCB).
At a minimum, the report should include: a description of field activities; copies of all field
forms and notes; quantities of all well completion materials used to construct the well (sand,
bentonite, casing, exact proportions of cement and water used for grouting, etc.); as-built
diagrams of wells; lithologic logs; and well development records. Results of quarterly
sampling should be reported with the quarterly monitoring reports required under RWQCB
Monitoring and Reporting Program and the DTSC post-closure permit.
RECOMMENDATIONS
• The facility should revise and resubmit the Workplan for approval with consideration of these
comments. To expedite the revised Workplan, GSU is available to meet with the facility via
conference call or.meeting to discuss proposed well locations, the approach to the offsite
investigation, and other technical issues.
■ The revised Workplan should include a description of a conceptual site model for the area
south of the facility. The conceptual site model should consider all available data for the
facility. This model should then be used to justify the well locations and screened intervals
proposed in the Workplan.
REFERENCES
Cal/EPA. 1995.
