CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD T <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR L <br /> KEARNEY-NATIONAL, INC. AND <br /> UPRIGHT CONSTRUCTION <br /> FORMER KEARNEY-KPF FACILITY <br /> GROUNDWATER TREATMENT AND DISPOSAL SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Regional <br /> Board)finds that: T <br /> 1. Kearney-National,Inc. (hereafter Kearney) submitted a Report of Waste Discharge (RWD) on 1 <br /> 11 December 2000, for a proposed groundwater treatment and disposal facility at its former <br /> Stockton manufacturing facility, 1624 East Alpine Avenue, Stockton, as shown on Attachment <br /> A, which is attached hereto and made part of this Order by reference. The groundwater <br /> treatment facility and discharge.points are located on Assessor's Parcel Number 117-080-06 at <br /> township 2N, range 6E, section 30 in the northwest quadrant of the northeast quadrant <br /> (hereafter referred to as Site), which is owned by Upright Construction (Upright). <br /> 2. Kearney is the Site operator while Upright is the owner. Both entities are responsible for <br /> compliance with this Order. Kearney and Upright hereafter are collectively referred to as the <br /> Discharger. <br /> 3. Waste disposal from the manufacturing process occurred in the central portion of the Site in 1 <br /> surface impoundments, which caused soil and groundwater contamination with heavy metals, <br /> volatile organic compounds (VOCs), and standard minerals. In the past, groundwater <br /> concentrations of heavy metals,VOCs, electrical conductivity, and total dissolved solids have <br /> exceeded water quality objectives for chemical constituents and toxicity. I <br /> 4. The Discharger closed the surface impoundments by excavating and disposing of contaminated 1 <br /> soils. From January 1993 to October 1998,the Discharger operated a full-scale groundwater <br /> extraction and treatment system that consisted of one deep and five intermediate zone wells. <br /> Extracted groundwater was treated using an air stripping tower and liquid phase granular <br /> activated carbon(GAC). Treated water was discharged to the deep zone through injection well <br /> INJ-1. <br />
