WASTE DISCHARGE REQUIREMENTS ORDER NO. -7- <br /> KEARNEY-NATIONAL, INC. AND UPRIGHT CONSTRUCTION <br /> FORMER KEARNEY-KPF FACILITY <br /> GROUNDWATER TREATMENT AND DISPOSAL SYSTEM <br /> SAN JOAQUIN COUNTY <br /> i. This phase shall last a minimum of three (3)hours. <br /> ii. A step test of injection capacity shall be conducted at rates of 100 gallons per minute E <br /> (gpm), 200 gpm, and 300 gpm. The test shall last a minimum of one hour at each of <br /> these flow rates, or until the water levels stabilize. <br /> iii. The injection capacity of the injection wells shall be determined. The observation wells <br /> shall be monitored per the potable water start-up phase monitoring plan in the attached <br /> Monitoring and Reporting Program (MRP) No. 5-01-XXX. <br /> iv. All leaks and/or malfunctions observed during the potable water test shall be corrected. 7 <br /> C. Treatment Performance Testing �v <br /> After successful completion of the system check and the potable water start-up phase, <br /> performance testing shall be conducted to monitor extraction well performance and to <br /> determine the effectiveness of the treatment system to meet treatment objectives. The <br /> following requirements apply to this treatment performance testing phase. <br /> i. The test of this phase shall last a minimum of 200 minutes. The extracted <br /> groundwater shall be treated and discharged to on-site holding tanks. Discharge to the <br /> injection well is prohibited. <br /> ii. Each of the five extraction wells shall be pumped for at least one hour to confirm that <br /> the pumps operate properly. <br /> iii. Water entering and leaving the air stripping tower and water leaving each GAC, and <br /> water pumped from the extraction wells, shall be monitored in accordance with the <br /> treatment performance testing monitoring plan in the attached MRP No. 5-01-XXX. <br /> iv. All treatment, transport, and disposal components (including pumps, valves, liquid <br /> level controllers,pipelines, blowers,flow meters,pressure gauges, etc.) shall be <br /> inspected for leaks and/or malfunctions. In addition,the system's automatic controls, <br /> including the alarm/notification and shutdown systems, shall be inspected and <br /> certified operational. All mechanical equipment shall be operated under load to assure <br /> proper performance. Any deficiencies shall be corrected. <br /> d. Prove-out of System I <br /> The Discharger shall not initiate this phase of the start-up until the requirements of the <br /> treatment performance testing have been successfully completed in accordance with <br /> Discharge Specifications 1 and 2. The following requirements apply to this phase of <br /> prove-out of system. Y <br /> i. The prove-out of system phase shall last a minimum of 48 hours. V <br /> ii. All extracted groundwater shall be treated by the groundwater treatment facility and <br /> discharged to the injection well. <br /> E <br />
