Effluent limits for the constituents of concern are set at the WQOs or the detection limit if the 1 <br /> WQO is less than the detection limit. <br /> 12. The Water Quality Control Plan for the Sacramento River and San Joaquin River Basins, Fourth <br /> Edition, (hereafter Basin Plan) designates beneficial uses, establishes water quality objectives, f <br /> contains implementation plans and policies for protecting waters of the basin, and incorporates 1� <br /> by reference plans and policies adopted by the State Water Resources Control Board. These <br /> requirements implement the Basin Plan. <br /> 13. Surrounding land uses are agricultural,business, and residential. m <br /> 14. Surface water drainage is to the San Joaquin River. The beneficial uses of the San Joaquin River 1 <br /> are municipal and domestic supply; agricultural irrigation and stock watering supply; process <br /> and service industrial supply; contact recreation; other noncontact recreation; warm and cold <br /> freshwater habitat; warm and cold migration; warm water spawning; wildlife habitat; and <br /> navigation. j <br /> 15. The beneficial uses of underlying groundwater are municipal and domestic supply, agricultural j <br /> supply, and industrial service and process supply. <br /> 16. State Water Resources Control Board (State Board) Resolution 68-16 (Resolution 68-16) <br /> requires the Regional Board in regulating the discharge of waste to maintain high quality waters <br /> of the state until it is demonstrated that any change in quality will be consistent with maximum <br /> benefit to the people of the State, will not unreasonably affect beneficial uses, and will not result <br /> in water quality less than that described in the Regional Board's policies (e.g., quality that <br /> E <br />
