INFORMATION SHEET <br /> ORDER NO. <br /> KEARNEY-NATIONAL, INC. AND UPRIGHT CONSTRUCTION <br /> FORMER KEARNEY-KPF FACILITY <br /> GROUNDWATER TREATMENT AND DISPOSAL SYSTEM <br /> SAN JOAQUIN COUNTY <br /> Kearney-National, Inc. (Kearney) submitted a Report of Waste Discharge to operate a <br /> groundwater extraction and treatment system that reinjects treated groundwater back into the <br /> subsurface and to amend Waste Discharge Requirements Order No. 91-220. The former <br /> manufacturing facility is located at 1624 East Alpine Avenue, in Stockton. <br /> In 1998, Kearney was required to sample for 1,4-dioxane. Since the groundwater extraction <br /> and treatment system was not designed to remove 1,4-dioxane, the system was shut down in <br /> October 1998 to prevent re-injection of 1,4-dioxane into the groundwater. The new <br /> groundwater extraction and treatment system is designed to complete groundwater cleanup. <br /> The system will extract up to 160 gallons per minute of groundwater from up to five wells. <br /> The extracted groundwater will be treated with an ultraviolet-oxidation unit, air stripper and <br /> liquid phase granular activated carbon. Treated groundwater will be discharged to INJ-1 or <br /> into shallow zone wells in the vicinity of Pond 2 to flush residual VOCs. Regional water levels <br /> will determine flow rates and whether treated groundwater is injected into INJ-1 or into <br /> shallow zone wells SMW-1, SMW-2, SMW-4, and SMW-5, shallow zone piezometers KPS-5, <br /> TP-IA, and TP-3A, or intermediate groundwater monitoring wells KEW-lU and KEW-2U. <br /> Injection into the shallow wells and piezometers will occur during low water table conditions. <br /> This Order requires the Discharger to perform monitoring of the effluent and groundwater and <br /> replaces Order 91-220. <br /> DLL 10/4/01 <br /> aese arMsxi sxau:u:sww:ctr.,,�w<mysumo<.,.:K«,,,<y:waa„<m,wors.a« <br />
