Derrick Peterson, Esq. <br /> 3709 Toro Canyon Road <br /> Austin TX 78746 <br /> SUMMARY OF 21 AUGUST 2001 SITE WALK, KEARNEY EFF, STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> Thank you for meeting with me on 21 August 2001, along with representatives of Dudek &Associates, <br /> Inc. (Dudek) at the Kearney-KPF facility at 1624 East Alpine Avenue in Stockton. During the site walk, <br /> I observed the treatment system,piping to and from the treatment system, former Ponds 1 & 2, the <br /> retention basin, injection well INJ-1, and several groundwater monitoring wells. The following is a <br /> summary of our discussions during the site walk: <br /> 1. Peter Quinlan of Dudek discussed the former operations of the facility and how the contaminants <br /> from those processes reached the subsurface in the areas known as Former Ponds 1 & 2, and the <br /> remedial activities performed in these areas. <br /> 2. The treatment system consisted of piping from extraction wells to the equipment pad where <br /> hydrogen peroxide is injected into the extracted groundwater, then pumped through ultraviolet <br /> light vessels, into the air stripping tower, then through two granular activated carbon containers, <br /> and then pumped out to INJ-1 or the retention basin. I observed the efforts to reduce the amount <br /> of hydrogen peroxide being injected into the groundwater to meet the designed levels needed to <br /> break down the 1,4-dioxane. <br /> 3. Dudek has not completed the piping to the proposed shallow injection wells. Prior to injection of <br /> treated groundwater into wells other than INJ-1, Dudek must perform injection capacity tests for <br /> the wells and report the findings to Board staff. <br /> As discussed with Mr. Quinlan, Dudek will provide a report discussing the results of the treatment <br /> performance and prove-out three weeks after the conclusion of the prove-out activities, tentatively by <br /> 14 September 2001. Dudek will provide addendums to the Report of Waste Discharge and the <br /> 11 August 2000.Remedial Action Plan to accurately depict the groundwater treatment system from <br /> extraction well to injection well with revised concentrations and flow rates. These addendums are <br /> required before Board staff can approve full scale operation.
