STATE OF CALIFORNIA PETE WILSON Gavarno,
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A
SACRAMENTO, CA 95827-3098
PHONE: (916) 361-5600
FAX: (916) 361-5686
JUN 3 1941
29 May 1991 ENVIRONMENTAL HEALTH
PERMIT/SERVICES
Mr. Harry Mossberger
Plant Manger
Kearney-KPF
1624 East Alpine Avenue
Stockton, CA 95208
REVIEW OF HARGIS AND ASSOCIATES RESPONSE TO REGIONAL BOARD'S COMMENTS ON
INTERIM GROUNDWATER REMEDIAL ACTION PLAN KEARNEY-KPF, STOCKTON, SAN JOAQUIN
COUNTY
I have reviewed Hargis and Associates response to my comments on the "Interim
Groundwater Remedial Action Plan Kearney-KPF, Stockton, San Joaquin County. "
Except for one issue, the responses have adequately addressed my comments.
The plan to use double-contained PVC pipe for the underground section of the
collection system is acceptable if periodic inspections are conducted at least
once a month. The inspections should include a visual inspection as well as
some method (i .e. , PID meter or drager tube) to detect any volatile organic
vapors in the annular space between the two PVC pipes. In addition, as
Peter Quinlan commented in my telephone conversation with him on 21 May 1991,
some way should be used to keep rain from entering the observation tee at the
ends of the pipes.
If you have any questions, please call me at (916) 361-5649.
POLLY L"OWRY V
Associate Engineering Geologist
PAL:gs
cc: Mr. Douglas O'Neal , Department of Health Services, Sacramento
California Integrated Waste Management Board, Sacramento
Ms. Diane Hinson, San Joaquin County Department of Public Health
Services , Stockton
Mr. William Olive, Kearney-National , Atlanta, Georgia
Mr. Derrick Peterson, Bryan, Cave, McPheeters, and McRoberts, Wahington,
D.C.
Mr. Peter Quinlan/Mr. Thomas Ryan, Hargis and Associates, La Jolla
Mr. Terry Turner, Hargis and Associates, Mesa, Arizona
