As stated in the July 20, 1989 Revised Closure Plan, the drywell
located near Pond 1 was to be abandoned by injecting cement grout as near as
possible to the total depth of the drywell .
Pond 1 reportedly contained waste generated from the galvanizing process
which began operation in 1972. The wastes were transferred via an unlined
surface drain and a polyvinyl chloride (PVC) pipeline extending from the
galvanizing building to Pond 1. A drywell , referred to as Drywell 1, was located
approximately 17 feet west of the center of the former Pond 1. The drywell was
reported to be 3 feet in diameter, 20-feet deep and filled with broken ceramic
insulators. A PVC pipe formerly connected Pond 1 to Drywell 1 for drainage of
surface water.
Drywell 1 was abandoned on September 8, 1990. The abandonment was
conducted by All -Terrain Exploration Drilling of Pleasant Grove, California.
Mr. Doug O'Neal of the California Department of Health Services and Ms. Camilla
Williams of the Regional Water Quality Control Board were present during the
abandonment.
Brush was first cleared from the top of the drywell , and the top 2 feet of
the drywell was dug out by hand. The PVC pipe which had been used to connect
Pond 1 the drywell was removed. A CME 550 drill rig was set up directly over
Drywell 1 . A spear point welded to the first 5-foot drill rod was used to help
penetrate the ceramic insulators. This spear point had been torch cut to allow
Other offices:
La Jollo,CA
Tucson,AZ
Manhattan Beach,CA
Burbank,CA
