STATE OF CALIFORNIA-Environmental Protection AgencY PETE WILSON Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION _
3443 Routier Road,Suite A i
Sacramento,CA 95827-3098
PHONE:(916)255-3000
FAX:(916)255-3015aun+
9 January 1997
Mr. Jack Tierney
Keamey-National, Inc.
Five Corporate Park Drive, Suite 114
White Plains, NY 10604-3805
ADDITIONAL GROUND WATER CHARACTERIZATION NECESSARY AT
KEARNEY-KPF, STOCKTON, SAN JOAQUIN COUNTY
I have reviewed the 20 November 1996 and 9 December 1996 reports from Dudek and
Associates entitled Review of Quarterly Sampling Activities for the April and August 1996
ground water monitoring events, respectively, at the Kearney-KPF site in Stockton. These two
quarterly monitoring events and the first quarter 1996 monitoring event have shown that TCE has
increased significantly in intermediate zone monitoring well KI-12. TCE in this well has increased
from 35 µgll in November 1995 to 120 µg/1 in April and August 1996.
It is uncertain if the increased TCE in KI-12 is from an offsite source or from previous discharges
at Kearney which migrated south of KI-12 and are now being pulled back to the extraction wells
operating at Kearney. Additional characterization of ground water is necessary to determine the
source and extent of TCE in the intermediate zone south of KI-12.
By 4 February 1997, please submit a work plan to determine the source and extent of TCE in
ground water south of KI-12. The work plan should include a schedule for conducting the
investigation and reporting the results.
If you have any questions, you may call me at (916) 255-3048.
L
-(FAY POLLY LOWRY
Associate Engineering Geologist
PAL:paUlsb
cc: Mr. Doug O'Neal, Department of Toxic Substances Control, Sacramento
Ms. Diane Hinson, San Joaquin County Public Health Services, Stockton
Mr. John Rose, Kearney-National, Stockton
Mr. Derrick Peterson, Esq., Texas
Mr. Peter Quinlan, Dudek and Associates, Encinitas
