Box 8485 <br /> Stockton, CA 95208 <br /> SOIL ASSESSMENT REPORT, COMPLETION OF HYDROGEOLOGIC ASSESSMENT REPORT AND MARCH 1990 <br /> QUARTERLY REPORT, KEARNEY-KP, SAN JOAQUIN COUNTY <br /> We have reviewed the 2 May 1990 Soil Assessment Report (SAR) submitted by Hargis and <br /> Associates and find it acceptable. However, a few additional areas must be included <br /> in the soil resampling as was proposed in this report. Those areas are discussed in <br /> the enclosed memorandum. All of the samples from these areas must be analyzed for <br /> electrical conductivity and total dissolved solids using the deionized water waste <br /> extraction test to determine if salinity may pose a potential threat to ground water <br /> quality. The analytical results from the soil sampling and an economic analysis <br /> demonstrating that compliance with the prescriptive standard is burdensome must be <br /> included in the final engineering and design technical report. This report must be <br /> submitted to our office prior to issuance of the revised waste discharge requirements. <br /> Additionally, if the surface impoundments are closed as a landfill , you should contact <br /> Public Health Services of San Joaquin County to determine whether there are any <br /> requirements for a Facilities Permit. <br /> The SAR contained the outstanding information which was required in §25208.8 of the <br /> Toxic Pits Cleanup Act (TPCA). Therefore, Kearney-KPF has completed the Hydrogeologic <br /> Assessment Report, as required by this section of the TPCA. <br /> We have also reviewed the March 1990 Groundwater Quality Quarterly Report submitted by <br /> Hargis and Associates. The report revealed significant increases in volatile organic <br /> constituent (VOC) concentrations in the intermediate and deep zones of the aquifer from <br /> the previous quarter. Of particular concern is the increase in VOC concentrations in <br /> the deep zone.
