The plan seems reasonable, although our main <br /> concern with the plan is that the adequacy or the abandonment cannot be <br /> demonstrated. Additional concerns are discussed in the enclosed memorandum. <br /> is our understanding through conversations with Hargis, that the abandonment <br /> will be performed by an oilfield service company. Our concerns with your <br /> abandonment plan may best be addressed by that company. <br /> In our letter of 8 November 1989 we required that you make plans to install <br /> shallow monitoring wells in Phase II of the remedial investigation that will be <br /> functional for the long-term. Based on agreements with Hargis and the Department <br /> of Health Services, all future shallow monitoring wells will be installed with <br /> screen lengths greater than ten feet so that the wells can be used in a <br /> historically and regionally dewatering aquifer.
