MONITORING AND REPORTING PROGRAM <br /> FOR CLOSURE OF KEARNEY-KPF <br /> SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> east to west and because the assessment program has not been completed. The <br /> assessment program should provide adequate data to determine "background" for <br /> the groundwater at the facility. Therefore, quarterly ground water samples from <br /> the facility shall be used to determine "background" and shall be statistically <br /> analyzed for each of the parameters and constituents listed under "GROUND WATER <br /> MONITORING" above. Analyses shall account for measurement errors in sampling <br /> and analysis. Data from these statistical analyses shall be reported to the <br /> Board by 1 January 1990 submitted with the Report of Waste Discharge for use by <br /> the Board in determining final water quality protection standards for ground <br /> water at this site. <br /> Statistical Procedures for Determining Significant Increases <br /> Statistical procedures for determining the significance of increases in indicator <br /> parameters and waste constituents shall be established using the procedures <br /> outlined in Section 2555(h) and 2595(g) of Subchapter 15. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in <br /> tabular form so that the date, the constituents, the concentrations, and the <br /> units are readily discernible. The data shall be summarized in such a manner <br /> so as to illustrate clearly the compliance with waste discharge requirements or <br /> lack thereof. <br /> Monthly monitoring reports shall be submitted to the Board by the 15th day of <br /> the month following the month in which the samples were taken or observations <br /> made. Quarterly, semiannual , and annual monitoring reports shall be submitted <br /> to the Board by the 15th day of the month following the calendar quarter in <br /> which the samples were taken or observations made. <br /> The results of any monitoring done more frequently than required at the locations <br /> specified herein shall be reported to the Board. <br /> A report shall be submitted to the Board by 30 January of each year containing <br /> both tabular and graphical summaries of the monitoring data obtained during the <br /> previous year. The report shall include a discussion of compliance with the <br /> waste discharge requirements. <br />
