KEARNEY-KPF <br /> SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> INFORMATION SHEET <br /> Kearney-KPF is an unpermitted facility which manufactures high voltage switching <br /> devices. The 12.6 acre facility is in the northeast central portion of the City <br /> of Stockton. There are three waste management units (WMUs) at the facility. <br /> This Order proposes Board approval to close the WMUs and to impose a ground water <br /> monitoring program. <br /> The facility is being regulated by the CVRWQCB (under the TPCA, Subchapter 15 <br /> and Porter Cologne) , the DHS , and the EPA. The EPA is interested in the facility <br /> for both the RCRA and CERCLA programs , although the closure of the facility is <br /> proceedina under RCRA. <br /> The facility has submitted a Closure Plan and a Ground Water Assessment Plan. <br /> The Closure Plan consisted of plan for soil assessment and four closure <br /> alternatives. A closure alternative will be selected based on the results from <br /> the soil assessment. The soil assessment has not been implemented. The Ground <br /> Water Assessment Plan included installation of additional monitoring wells, <br /> performance of aquifer tests and ground water level and quality monitoring. The <br /> ground water assessment is underway and has been scheduled to be performed in <br /> two phases: Phase I in 1989 and Phase II in 1990. <br /> The WRDs are needed to order a time schedule for closure and the ground water <br /> assessment, to impose provisions for closure and to fulfill the work standard <br /> specified in the Interagency Agreement between the State Water Resources Control <br /> Board and the Department of Health Services. <br /> CKW:acg <br />
