The DHS <br /> review of the Closure Plan consists of general comments <br /> regarding the adequacy of the plan to meet federal RCRA and <br /> state requirements for closure and specific comments by <br /> section (enclosure 1) . The RWQCB comments have been forwarded <br /> to you under separate letter (enclosure 2) . DHS concurs with <br /> the RWQCB comments. <br /> The review indicates that the Closure Plan is deficient and <br /> inadequate with regard to soil and groundwater <br /> characterization, closure procedures, and post closure <br /> monitoring. To insure sufficient time for final review and <br /> approval of the Closure Plan, responses to both sets of <br /> comments (draft copies of which were transmitted to you on <br /> June 29) must be formally submitted by July 21, 1989 . <br /> Submission of a draft addendum by July 19 will expedite the <br /> progress of the Kearney closure. Three (3) certified copies <br /> of the final revised Closure Plan/Addendum to the Closure Plan <br /> should be submitted to DHS, two (2) certified copies submitted <br /> to Ms. Camilla Williams, RWQCB, Central Valley Region, 3443 <br /> Routier Road, Sacramento, California 95827 and, two (2) <br /> certified copies to Mr. Jeff Scott, U.S. EPA Region IX, 215 <br /> Fremont Street, San Francisco, California 94105. Failure to <br /> respond within this time period may result in the regulatory <br /> bodies accordingly modifying and approving the Closure Plan. <br />
