1. Brief Description of Project <br /> Kearney-KPF has submitted to the Department of Health <br /> Services (DHS) a Closure Plan for the four surface <br /> impoundments. Kearney-KPF must receive authorization <br /> from DHS before closure activities commence at the <br /> facility. Additionally, DHS has required Kearney-KPF to <br /> submit to the Department a Post Closure Plan. losuYe <br /> of <br /> the Surface Impoundments constitutes a project, as <br /> defined by the California Environmental Quality Act <br /> (CEQA) . Accordingly, DHS has conducted an initial study <br /> and prepared this Negative Declaration. <br /> 2 . Location of Project <br /> Kearney-KPF is located on 12. 6 acres at 1624 East Alpine <br /> Avenue, Stockton, California. The attached two diagrams <br /> show<the location of Kearney-KPF and a scaled drawing of <br /> the facility (Figures 1 and 2) . <br /> 3 . Proposed Finding of No Significant Effects <br /> DHS finds that this project will have no significant <br /> impact or effects on either human health or environment. <br /> This finding is based on the results of the Initial Study <br /> and DHS's review and modifications to the submitted <br /> Closure Plan. This document and the Closure Plan are <br /> available for review at the DHS regional office in <br /> Sacramento at 4250 Power Inn Road, and at the Stockton <br /> City Library, 605 North E1 Dorado, Stockton, CA 95202 . <br /> 4 .
