non-hazardous. The decision as to which Closure Alternative <br /> to be selected will be based upon the extent of the soil <br /> contamination. Closure of the surface impoundments will be <br /> followed by a 30 year surface monitoring program. <br /> Twenty four monitoring wells have been constructed at this <br /> time. Sixteen of the wells are in the shallow portion of the <br /> aquifer (50 feet to 70 feet below land surface (bls) ) , three <br /> in the intermediate zone (100-110 feet bls) , and five in the <br /> lower water-bearing zone (180 to 220 feet bls) . Groundwater <br /> levels in the shallow portion of the aquifer ranged from <br /> approximately 35 feet bls in April 1986 to 60 feet bls in <br /> November 1988. Closure of the surface impoundments will be <br /> followed by a 30 year groundwater program. The groundwater <br /> beneath the facility is currently being assessed. Depending <br /> upon the extent and concentration of contamination the found, <br /> a Groundwater Remediation program will be implemented. <br /> t <br /> if any additional closure activities appear to be needed in <br /> order to protect human health and the environment, <br /> implementation will be conducted. <br /> C. Identification of Environmental Setting <br /> The site is in Stockton, California, at 1624 East Alpine <br /> Avenue, San Joaquin County, Township 2N, Range 6E, in the <br /> northwest quadrant of the northeast quadrant of Section 35 . <br /> The site comprises 12 .6 acres of privately owned land located <br /> south of Alpine Avenue. <br /> The northern portion of the site is zoned for limited <br /> manufacturing and the southern portion of the site is zoned <br /> for general manufacturing. The parcel of land located <br /> northwest of the Kearney-KPF property is zoned for commercial <br /> use, limited manufacturing and commercial manufacturing. The <br /> land located on the north side of Alpine Avenue is zoned for <br /> residential use. <br /> The site is bounded on the west by the Southern Pacific <br /> Railroad and on the north by Alpine Avenue. Other industries <br /> in the immediate vicinity of the site include Pennzoil to the <br /> southeast, a facility currently used as a distribution <br /> warehouse; Vern the Fender Mender, an auto body shop located <br /> west of the site; and American Forest Products Company, <br /> located west of West Lane. The three properties located to <br /> the northeast and to the south of the site are vacant. <br /> D. Identification of Environmental Effects <br /> See enclosure, Appendix I and II. <br /> E.
