Williams <br /> ACCOMPANIED BY: Doug O'Neal (Dept. of Health Services) <br /> OBSERVATIONS AND COMMENTS: <br /> This inspection was conducted as an annual inspection required by Section 25208.7(a) <br /> of the Toxic Pits Cleanup Act (TPCA) . Within the past year, the facility has submitted <br /> many documents, including a Ground Water Assessment Plan and a Closure Plan. Drilling <br /> activities for Phase I of the ground water assessment were conducted from March to July <br /> of 1989. The Ground Water Assessment Report was submitted on 2 October 1989. The <br /> Closure Plan was submitted on 30 May 1989 and contained a soil assessment plan for the <br /> pond areas and four closure alternatives. The final closure alternative will be <br /> selected based on the results form the soil assessment. Closure waste discharge <br /> requirements which included a time schedule and monitoring order, were prepared and <br /> Order No. 89-163 was adopted on 22 September 1989. <br /> Implementation of the Closure Plan had already begun. The clearing of the ponds for <br /> the soil assessment began on 15 September 1989. On the day of the inspection, Pond <br /> 2S was being cleared of brush and other vegetation. Pond 2N had previously been <br /> cleared and soil borings samples were being collected at three intervals (surface, 2.5 <br /> - 3.0 feet and 5.0 - 5.5 feet). Hargis will take composite samples of each bin of <br /> mulch to be analyzed for heavy metals and volatile organic constituents (VOCs) . The <br /> deep soil boring in Pond 2N was moved to the central portion of the pond near the pipe <br /> inlet from the main factory building and near the location of the SNR sludge samples <br /> SL-13, 14, where copper and silver were found to be above hazardous total <br /> concentrations. The location was moved on agreement between Terry Turner of Hargis, <br /> Doug O'Neal and myself. <br /> The facility discontinued their galvanizing operation on 13 September 1989. This <br /> decision was made after the zinc flux tank developed a leak. All galvanizing will be <br /> performed off-site and the galvanizing building will be used for storage. <br /> I observed the potential location of the dry well , adjacent to the east side of the <br /> foundry building. A pipe leading from the upstairs laboratory sink was connected <br /> directly to the dry well which was covered with a steel plate. The laboratory sink <br /> was used for the disposal of wastes produced from tests on the foundry products. Later <br /> in the week, after the inspection, the area was investigated to confirm the location <br />
