Peterson, Plant Manager <br /> Kearney - KPF <br /> Post Office Box 8485 <br /> Stockton, CA 95208 <br /> KEARNEY - KPF GALVANIZING OPERATIONS, STOCKTON, SAN JOAQUIN COUNTY <br /> Enclosed are memos describing: 1) a meeting between Regional Board staff and <br /> Kearney - KPF officials, and 2) an inspection by staff of the subject site. <br /> These memos show that the subject facility has been, for at least the past 13 <br /> years, in violation of various state and federal hazardous waste and water <br /> quality protection laws by discharging hazardous waste, without a permit, to an <br /> unlined impoundment. <br /> On 27 December 1985, we received Kearney - KPF's transmittal form, with fee, in <br /> compliance with the Toxic Pits Cleanup Act of 1985 (TPCA) . We are hereby <br /> notifying Kearney - KPF that the complete Hydrological Assessment Report (HAR) , <br /> required by the TPCA, will be due on 1 June 1986. A copy of the HAR outline is <br /> enclosed. As required by the TPCA, costs incurred by this office in our review <br /> of these documents, and other activities required by the TPCA, will be billed to <br /> Kearney - KPF on a quarterly basis. <br /> Due to the serious and immediate threat to ground water quality, Kearney - KPF <br /> is also required to submit a plan, by 7 February 1986, to perform the following <br /> tasks: <br /> 1. Immediately cease all activities which may have a deleterious effect on <br /> surface or ground water. <br /> 2. Immediately sample existing on-site wells for all suspected pollutants <br /> resulting from current and past disposal practices at the subject site and <br /> inventory all domestic water supply wells within a one mile radius. <br /> Using the results of this inventory, propose a sampling program. <br /> 3. Define the horizontal and vertical extent of soil pollution resulting from <br /> practices at the subject site. <br /> 4. Define the horizontal and vertical extent of ground water pollution <br /> resulting from practices at the subject site. <br />
