Burt PERMIT/SERVICES <br /> Patterson Planning & Services, Inc. <br /> 4525 West End Avenue, Suite 215 <br /> Nashville, TN 37205 <br /> REVIEW OF REPORTS, KEARNEY-KPF, 1624 EAST ALPINE AVENUE, STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Quality Control Board (Regional Board)reviewed the <br /> following reports submitted by Dudek & Associates, Inc. on behalf of Kearney-National, Inc. <br /> (Kearney) for the Kearney-KPF facility at 1624 East Alpine Avenue in Stockton: <br /> • January 2005 Work Plan: Installation of Point of Compliance Wells; <br /> • 1 August 2005 Review of Second Quarter 2005 Groundwater Monitoring Activities; <br /> • August 2005 Work Plan: Shallow Zone Corrective Study Measures; and <br /> • August 2005 Work Plan for Evaluating Remediation Alternatives in the Shallow <br /> Groundwater Bearing Zone, <br /> The January 2005 work plan was submitted in response to our 8 June 2005 letter requesting that <br /> all reports provided to the Department of Toxic Substances Control (DTSC)be submitted to the <br /> Regional Board. Correspondence from Kearney indicated that the August 2005 remediation <br /> alternatives work plan replaces the August 2005 corrective study measures work plan. The <br /> groundwater monitoring submittal includes an estimate of volatile organic compound(VOC) <br /> mass removed resulting from operation of the groundwater pump and treat system and provides <br /> hydrographs in color as requested in the Regional Board's 8 June 2005 letter. We have no <br /> comments on the submitted work plans. Please be advised that DTSC may provide comments on <br /> these submittals separately. <br /> In addition to the above listed reports, Regional Board staff has reviewed the four monthly status <br /> reports for June 2005 through September 2005, which are required by Waste Discharge <br /> Requirements (WDRs) Order No. 5-01-269. The monthly status reports discuss remediation <br /> system monitoring as well as operation and maintenance of the treatment system.
