Inspection Report we <br /> Pilkington <br /> III. BACKGROUND <br /> Pilkington North America, Inc. (Pilkington) generates hazardous waste from maintenance of the float <br /> glass line, fork lift maintenance, off specification materials that cannot be used onsite, and general <br /> operation of the facility. Glass has been manufactured at this facility since the mid-1960's. The <br /> basic composition of raw materials used in manufacturing float glass are sand, soda ash, limestone, <br /> and dolomite. The previous owner of the plant was Libby-Owens-Ford. <br /> IV. DOCUMENTS REVIEWED <br /> a. Manifests Bills of Ladino and Exception Reports: <br /> Manifest records were well-kept with no violations. <br /> b. Emergency Procedures: <br /> No violations observed. Mr. Xiaosong Wang, Ph.D. QEHS Manager, is the <br /> emergency coordinator. <br /> c. Training Plan and Records: <br /> Training plan and records are on Microsoft Access database and were found to be detailed <br /> and complete. One violation was found in that security personnel that conducted some <br /> inspections of the oil water separator and hazardous waste storage area were not listed on <br /> the training plan (Summary of Violation (SOV)]. Dr. Wang indicated that they do receive <br /> training and were not listed on the training plan due to the turnover of security personnel. <br /> d. Incident Report: <br /> No incidents reported <br /> e. Waste Analysis Plan and Records: <br /> No violations observed at time of inspection <br /> f. Operation Lop: <br /> No violations observed <br /> g. Inspection Records: <br /> Daily inspection records were reviewed for the oil water separator and hazardous waste <br /> storage area. No violations were observed. <br /> h. Recycling Records: <br /> No violations observed <br /> V. NARRATIVE OF OBSERVATIONS/DISCUSSION WITH OPERATOR <br /> On November 19 and 20, 2003, Mr. Stephen Binning and Ms. Kathy Barwick (only attended Nov. <br /> 19) of DTSC and Mr. Ray Von Flue of San Joaquin County Environmental Health arrived at Pilkington <br /> entrance. At that time, I presented DTSC identification to the security personnel at the entrance and <br /> asked to see the environmental manager. We were instructed by the security to park in the visitor <br /> parking and enter the reception lobby to wait for the environmental manager. At approximately 9:55, <br /> Mr. Xiaosong Wang, Ph.D. met us in the lobby. At that time I asked Dr. Wang if I had his consent to <br /> conduct an inspection which will include photographs, observations, and possibly samples. He <br /> provided consent and we returned to our car to retrieve personal protective equipment before <br /> beginning the inspection. <br />
