Inspection Report we
Pilkington
III. BACKGROUND
Pilkington North America, Inc. (Pilkington) generates hazardous waste from maintenance of the float
glass line, fork lift maintenance, off specification materials that cannot be used onsite, and general
operation of the facility. Glass has been manufactured at this facility since the mid-1960's. The
basic composition of raw materials used in manufacturing float glass are sand, soda ash, limestone,
and dolomite. The previous owner of the plant was Libby-Owens-Ford.
IV. DOCUMENTS REVIEWED
a. Manifests Bills of Ladino and Exception Reports:
Manifest records were well-kept with no violations.
b. Emergency Procedures:
No violations observed. Mr. Xiaosong Wang, Ph.D. QEHS Manager, is the
emergency coordinator.
c. Training Plan and Records:
Training plan and records are on Microsoft Access database and were found to be detailed
and complete. One violation was found in that security personnel that conducted some
inspections of the oil water separator and hazardous waste storage area were not listed on
the training plan (Summary of Violation (SOV)]. Dr. Wang indicated that they do receive
training and were not listed on the training plan due to the turnover of security personnel.
d. Incident Report:
No incidents reported
e. Waste Analysis Plan and Records:
No violations observed at time of inspection
f. Operation Lop:
No violations observed
g. Inspection Records:
Daily inspection records were reviewed for the oil water separator and hazardous waste
storage area. No violations were observed.
h. Recycling Records:
No violations observed
V. NARRATIVE OF OBSERVATIONS/DISCUSSION WITH OPERATOR
On November 19 and 20, 2003, Mr. Stephen Binning and Ms. Kathy Barwick (only attended Nov.
19) of DTSC and Mr. Ray Von Flue of San Joaquin County Environmental Health arrived at Pilkington
entrance. At that time, I presented DTSC identification to the security personnel at the entrance and
asked to see the environmental manager. We were instructed by the security to park in the visitor
parking and enter the reception lobby to wait for the environmental manager. At approximately 9:55,
Mr. Xiaosong Wang, Ph.D. met us in the lobby. At that time I asked Dr. Wang if I had his consent to
conduct an inspection which will include photographs, observations, and possibly samples. He
provided consent and we returned to our car to retrieve personal protective equipment before
beginning the inspection.
