Inspection Report `, Pilkington <br /> 3. Minor Violation: On or about November 20, 2003 Pilkington was subject to the requirements <br /> of the Hazardous Waste Source Reduction and Management Review Act (also known as <br /> Senate Bill 14) and failed to prepare and retain current source reduction plan and make <br /> them available to the inspector. The Health & Safety Code, Division 20, Chapter 6.5, Article <br /> 11.9, section 25244.19 requires that generators that exceed annual thresholds of hazardous <br /> waste generation, in a reporting year (i.e.,2002), conduct a source reduction evaluation <br /> review and plan, a hazardous waste management performance report, and prepare and <br /> submit to DTSC a summary progress report, by September 1, 2003. Cal. Code of Regs., tit. <br /> 22, § 67100.5 states that generators subject to Senate Bill 14 requirements must have a <br /> Source Reduction Plan and Hazardous Waste Management Report available onsite for <br /> review. <br /> Required Action: Pilkington shall submit a plan and timeline to develop a Source Reduction <br /> Plan to Mr. Stephen Binning of DTSC within 30 days of the date of the attached cover letter. <br /> VII. SAMPLING ACTIVITIES <br /> No sampling was conducted during this inspection. <br /> VIII. CONCLUSIONS/DISCUSSIONS WITH OPERATOR <br /> Overall the facility had very few violations with the exception of the pending tank assessment issue. <br /> The 90-day Hazardous Waste Storage Area was well maintained. Pilkington could reduce the <br /> amount of hazardous waste generated by referencing DTSC fact sheet on the Management of Empty <br /> Containers, since some empty containers are being managed as hazardous waste. Training plans <br /> and records were well maintained on an Access database. Labeling and management of containers <br /> was well done. Dr. Wang was very informative on the various procedures at the plant. <br /> IX.
