Mr. Xiaosong Wang <br /> December 23 , 2003 <br /> Page 2 <br /> • The secondary containment for PNAI's oil-water separator system is located <br /> outdoors and is not covered to prevent infiltration of precipitation into the <br /> secondary containment. Therefore, the secondary containment must be capable <br /> of containing 100 percent of the capacity of the largest tank within its boundary, <br /> and must have sufficient additional capacity to contain run-on and infiltration of <br /> precipitation from a 25-year, 24-hour rainfall event pursuant to paragraphs <br /> (d)(2)(A) and (d)(2)(B) in section 66265.193. <br /> • The secondary containment must be provided with an interior coating or lining <br /> that is impermeable to, and compatible with, the waste being transferred, stored, <br /> or treated pursuant to paragraph (d)(2)(D) in section 66265.193. <br /> Please submit documentation to DTSC within 10 days of the date of receipt of this letter <br /> showing the date that secondary containment was first provided for the oil-water <br /> separator tank system owned and operated by PNAI. Also, within 10 days of the date of <br /> receipt of this letter, please submit documentation to DTSC showing that the secondary <br /> containment met the requirements listed above, as well as any other applicable <br /> requirements listed in Cal. Code of Regs., title 22, section 66265.193 (a copy of section <br /> 66265.193 is enclosed). This documentation should be submitted via certified mail, <br /> return receipt requested, to DTSC at the address given below. <br /> If you have any questions or concerns regarding this letter please contact me at <br /> (916) 255-3751.
