IV. BACKGROUND: <br /> In June, 1989, Public Health Services-Environmental Health Services (PHS-EHD) <br /> placed the LOF Plant #10 on its Hazardous Waste Generator Program inventory. <br /> According to information received from the State Department of Health Services, <br /> 133.7 tons of hazardous waste was generated by LOF Plant #10 in 1987. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> LOF Plant #10 is located east of Interstate 5 on the south side of East Louise <br /> Avenue in Lathrop. Float glass is manufactured for the architectural and <br /> automotive markets. <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> Three types of hazardous wastes are generated at LOF Plant #10. <br /> The first category is chromium III oxide which converts to chrome VI from <br /> heating and oxidation of glass in the glass melting furnace. <br /> The second category consists of lead oxide materials (for the black bands on <br /> windshields) along with zinc, manganese, chromium and nickel. <br /> The third group is liquid oil and oil mixed with absorbent under the plant <br /> machines. <br /> The facility generated approximately 240 tons of hazardous waste in 1992. The <br /> projection for 1993 is in the 600-1,000 ton range if the bricks are removed in <br /> 1993 from the furnace. <br /> VII. VIOLATION: <br /> 1. The initial date of hazardous waste accumulation, the composition and <br /> physical state of the wastes, and the identity of the generator were not <br /> clearly marked on hazardous waste labels on three full containers of waste <br /> oil stored in LOF's hazardous waste storage area. <br /> VIII. OBSERVATIONS: <br /> I arrived at LOF at approximately 1000 hours. I identified myself and met with <br /> Jon Weiss, Environmental Coordinator. I explained the nature of the inspection <br /> and requested permission to inspect the facilities. Mr. Jon Weiss and I reviewed <br /> the contingency plan, waste analysis forms, training records, receipts and <br /> hazardous waste manifests. <br /> 2 <br />
