Box 2009 <br /> Stockton, Ca. 95201 <br /> Dear Mr. Snavely; <br /> On April 29, 1994 you visited the Libbey-Owens-Ford Co. (LOF) <br /> facility in response to a complaint . The complaint appeared to be <br /> related to the discharge of wastewater into LOF' s wastewater <br /> system. On the date in question, a conference call was held <br /> between LOF and County representatives to discuss the issue. <br /> At that time, LOF explained that Erickson, Inc. had been retained <br /> by LOF to preform industrial cleaning of process lines. The water <br /> generated from this process was placed into a large storage tank. <br /> The pH of the water was in the range of 12 and Erickson neutralized <br /> the tank' s contents in order to achieve a pH in the range of 9 - <br /> 10 . t <br /> Once neutralized, the water was discharged into LOF' s wastewater <br /> system. All process, sanitary, and stormwater is captured in the <br /> facility' s 1 million gallon reservoir. LOF is not connected to a <br /> POTW. Water from the reservoir is used to irrigated land owned by <br /> LOF as permitted by the facility' s NPDES and waste discharge <br /> permit . <br /> LOF believes that the process described above and that which you <br /> saw on April 29 was conducted in accordance with appropriate <br /> regulatory guidelines .
