Jim Podesta 3 September 9, 1993 <br /> Recommended Discharge Requirements and Conditions <br /> The discharge shall comply with the prohibitions and conditions of the City of <br /> Manteca Ordinance Number 644 and 770A. <br /> The following requirements and conditions are recommended for acceptance of the <br /> Libby Owens Ford discharge. <br /> The discharge is limited to treated glass furnace cooling water. Other wastewaters <br /> are prohibited. <br /> Report the volume, concentration, and pounds of pollutants .analyzed for each batch <br /> of wastewater discharged on a monthly basis. <br /> Include piping and valves to return treated cooling water to the holding tanks for <br /> retreatment of water that does not meet discharge limits . <br /> Maintain pH of cooling water during filtration between 8.0 and 9.5. Stop filtration <br /> when pH falls outside this range. Maintain records of pH during filtration to docu- <br /> ment compliance with filtration pH requirement. Documentation to be provided to the <br /> City of Manteca upon request. <br /> The pH of the discharge shall be within City of Manteca limits of 5.5 to 11 at all <br /> times. <br /> Grab samples are acceptable based on batch treatment and discharge of the cooling <br /> water. Filtration into the holding shall be stopped when batch discharge is occurring. <br /> A separate sample will be collected and analyzed for each batch of treated cooling <br /> water. A flow proportioned composite sample may be used in lieu of a grab sample. <br /> Flow proportioned composite sampling must be used for any other mode of discharge. <br /> All samples 'shall be analyzed for pH, total chromium, and total dissolved solids. <br /> Chromium analysis shall be conducted in accordance with Standard Methods 3120 <br /> (17th Ed.), or EPA Method 200.7. <br /> Analysis of the following shall be conducted once per month. Initial sample shall be <br /> collected in the first week of the discharge. <br /> Arsenic Standard Methods 3113 or EPA Method 206.2 <br /> Cadmium Standard Methods 3120 or EPA Method 200.7 <br /> x/• Copper Standard Methods 3120 or EPA Method 200.7 <br /> Lead Standard Methods 3110 or EPA Method 239.2 <br /> Mercury Standard Methods 3112 or EPA Method 245.1 <br /> ' Nickel Standard Methods 3120 or EPA Method 200.7 <br />
