(LOF) is hereby providing <br />the California Regional Water Quality Control Board (RWQCB) with a copy of LOF's <br />Phase I - Work Plan related to a fuel oil release at LOF's Lathrop, California facility, as <br />verbally reported to your office on May 4, 1992, and reported in writing on May 6, 1992. <br />LOF is submitting this Phase I - Work Plan for RWQCB's review and approval. <br />The objective of the Phase I - Work Plan investigation, as designed by Condor Earth <br />Technologies/Lambert Environmental & Construction (Condor), is to address the <br />monitoring and remediation of the groundwater, which may have been contaminated due <br />to an inadvertent release of fuel oil at the Lathrop site. The Phase I - Work Plan <br />investigation focuses on the most likely migration pathways that the release may take. <br />These migration pathways are believed to be limited to the surrounding soil and <br />groundwater. LOF intends to develop a Phase II - Work Plan which will address the <br />remediation of the contaminated soil. The Phase II - Work Plan will be submitted to the <br />RWQCB for its review and approval prior to commencing soil remediation activities. <br />Upon RWQCB approval, LOF will move forward with implementation of the Phase I <br />investigation activities. LOF expects that the results from the investigation will be available <br />approximately four to six weeks after project commencement. LOF believes that it has <br />taken all necessary and appropriate steps in its response to the fuel oil release.
