0 0 <br />preparation for removal of the oil on May 4th. The oil <br />apparently was pumped onto the ground through the broken seal. <br />The boiler operator on the Sun. May 4th afternoon shift indicated <br />he did not notice any oil on the ground during his afternoon <br />inspection; therefore, the release most likely occurred between <br />that time and Monday May 4th, at 7:00 am. A more detailed <br />investigation as to the cause of the release will be conducted by <br />LOF management in order to prevent similar incidents of this type <br />in the future. <br />upon discovery and preliminary investigation of the release, LOF <br />notified Mr. Ron Baldwin, the County Emergency Response <br />Coordinator, according to out Emergency Action Plan. Mr. Baldwin <br />then advised LOF on whom to call and what steps to take in the <br />clean up. Mr. Art Bentley took the report at the Office of <br />Emergency Services (OSS). Mr. Bentley then called the <br />Environmental Health Department and advised us to call the State <br />Warning Facility, which we promptly did. Several agencies both, <br />county and state showed up shortly after these calls. The <br />agencies represented were: yourself from Public Health Services, <br />Dennis Fields from OES, the Fish and Game Department sent two <br />representatives and the Lathrop Fire Dept. responded. The <br />Regional Water Quality Control Board and the EPA Spill Phone <br />agencies were notified by one of the previous agencies. All of <br />the responding agencies agreed that things seemed to be under <br />control and the clean up was proceeding neatly. <br />I have included an analysis from PRC of the #5 Fuel Oil before <br />the spill and an analysis from GeoAnalytical after the spill. <br />We are coordinating with Blake Lambert of Lambert Environmental <br />the clean up of the spill. Mr. Lambert has submitted an <br />Emergency Response Work Plan to LOF and will submit one to your <br />office. <br />Our future plans include examining the need for this back up fuel <br />tank. If it is decided to continue usage of this fuel tank LOF <br />will build a spill containment area for it and the pump.
