Hazelton Ave. <br />Stockton, California 95205 ENVIRONMENTA! <br />Subject: Small Quantity Generator Permit — Return to Compliance <br />R&B Louise - LATHROP FACILITY <br />500 EAST LOUISE AVENUE, LATHROP, CALIFORNIA <br />Dear Ms. Foley: <br />At the request of Mr. Dana Parry for the current property owners R&B Louise, etc. or <br />et.al., Advanced Geo Environmental, Inc. (AGE) has prepared this Return to Compliance <br />report for a minor oil spill at the property located at 500 East Louise Avenue, Lathrop, <br />California (site). The site is serviced by a combined stormwater and wastewater <br />treatment system and rain water does not leave the site. <br />On 13 March 2015, the San Joaquin County Environmental Health Department had <br />conducted a large quantity hazardous waste permit inspection for PILKINGTON <br />NORTH AMERICA— LATHROP FACILITY, in preparation for closure. <br />Following the walk through inspection and file review, Ms. Elena Manzo re -inspected a <br />satellite hazardous waste accumulation area in the former shop. Following an additional <br />walk through outside the shop area, an oil spill was noted in a puddle of rain water <br />which was isolated in a low spot away from storm drain inlets. An odor of oil was noted <br />at the pool, and a sheen was also observed above the water. An oil lubricated glass <br />grinder had been stored up -side down by the demolition contractor Complete <br />Environmental Solutions, Inc. (CES). The residual oil had drained out, an oil vent hole. <br />Additionally oil was observed on a nearby conveyor belt platform roller, previous <br />removed. <br />Adsorbent pads were used to immediately collect the oil residue in the water puddle, <br />with vacuum collection of the standing water and soil (Attachment 1 - photos). All the oil, <br />water and adsorbent supplies were collected into a 55 -gallon steel drum for disposal. A <br />total of twenty pieces of belt platforms and glass grinders were then moved to a <br />separate location were each was carefully drained of residual oil. All the oil was <br />collected into a 55 -gallon steel drum for disposal.
