8 LFR 0 0
20 cubic yard, covered roll-off bins. Excavated soil will be profiled prior to disposal at an offsite
facility.
Product Sampling Activities
To evaluate the type(s) of refined petroleum products released from the failed back pressure valve,
a product sample (PS-1) was collected on July 24, 2006 into 40-milliliter VOA vials from a hand-
dug sump within the backfill material approximately 20 feet southeast of the release location and
adjacent to the firewall (Figure 2). The collected samples were submitted to Alpha Analytical
(Alpha), a California state-certified laboratory, and are currently being analyzed for fuel
characterization.
Proposed Soil Sampling Activities
As required by the Occupational Safety and Health Administration (OSHA) 29 CFR 1910.120,
Hazardous Waste Operations and Emergency Responses, LFR has previously prepared a site
Health and Safety Plan (HSP) to conduct field activities at the Site. This HSP contains information,
precautions, and procedures for the scope of work detailed below.
The soil sampling activities will include the collection of samples from across the footprint of the
excavation activities on approximately twenty-foot centers. Two soil samples will be collected
from each location; one sample from a depth of 0-0.5 feet below the excavated ground surface and
one sample from a depth of 1-1.5 feet below the excavated ground surface. Soil sample locations
will target areas where soil excavation occurred at depths below the gravel layer.
Confirmation soil samples will be collected in 2-inch-diameter brass or stainless steel liners using
hand-sampling equipment or by hand-pressure. After collection, each sample will be properly-
labeled and placed in an ice-chilled cooler for subsequent transport to a California state-certified
laboratory for analysis under standard chain-of-custody protocol.
As observed during the site visit on July 24, 2006, limited residual product released from the back
pressure valve is likely present beneath the concrete containment pad beneath the valve assembly
and will not be excavated in order to not compromise the integrity of the pad. To assess what
residual concentrations of petroleum hydrocarbons may be present in soil immediately beneath the
concrete pad, one sidewall soil sample will be collected from beneath each sidewall of the pad.
All soil samples will be analyzed for TPH -jet fuel range organics, TPH - diesel range organics,
and TPH-gasoline range organics using EPA Method 8015M and the 5 oxygenates (MTBE, ETBE,
DIPE, TAME, TBA) and BTEX compounds using EPA Method 8260B.
Equipment that comes into contact with potentially affected soil or water will be decontaminated to
assure the quality of samples collected. Disposable equipment intended for one-time use will not be
decontaminated, but will be packaged for appropriate disposal. Decontamination will occur before
and after each use of a piece of equipment. Sampling devices used will be decontaminated using
the following procedures:
3
