Pamela S. Violett, REHS
PO Box 2009
Stockton, CA 95201-2009
Re: Temporary Cessation of Operations
Time Oil Co. Stockton Terminal
3015 Navy Drive, Stockton, CA
Dear Ms. Violett:
Because of the lack of current business activity at Time Oil Co.'s storage terminal in
Stockton, CA, the company has determined that it is in its best interest to temporarily
cease operations at the facility. In spite of this action, the company is continuing to
explore its long term options for the facility. The terminal was used primarily for storage
of petroleum products in the form of gasolines, distillates and fuel additives.
The following items address specific elements of terminal operations:
Meters - All meters at the loading rack will be locked and sealed. If the facility re-opens
at some future date, the meters will be calibrated prior to returning to operation.
Tanks - All customers have been given notice to remove their products from storage by
the end of business on December 31, 1995. All storage tank input and discharge
valves will be locked once the tanks are empty of product.
Vapor Recovery Unit -
The vapor recovery unit will operate during the storage tank draw down period
as throughput levels allow. At that time, the vapor recovery unit will be placed
in inactive service. If the facility re-opens at a future date, a source test will be
scheduled once adequate throughput levels are established.
Personnel -
Some of the terminal employees will be furloughed during the period of
cessation of operations. If the facility re-opens at a future date, training records
will be made available upon request and training courses will resume at that time.
