<br />RE: Shell Oil Distribution Facility, 3515 Navy Drive, Rough & Ready island, Stockton, CA
<br />On July 22 through 26, 1985, twelve groundwater monitoring wells were installed at
<br />the above noted facility. Soil and groundwater contamination was indicated in
<br />several of these borings.
<br />As of this date, the San Joaquin Local Healtn District has not received any geotechnical
<br />or afrd•lytical data from this site assessment, nor have we received a proposal for
<br />cleanup of this contamination.
<br />Please submit copies of all site assessment information available including copies of
<br />monitoring well logs and as-builts, copies of all soil and groundwater analyses,
<br />historical review of site including repairs, spills, age of site, etc., by March 10,
<br />1986. If not already prepared, a plan to define vertical and horizontal extent of
<br />contamination, identify source and a proposed cleanup plan must be submitted to this
<br />office by April 10, 1986.
<br />All necessary plan approvals and permits shall be obtained from the San Joaquin Local
<br />Health District prior to starting any cleanup operations. The existing unauthorized
<br />release of hazardous material at this facility is in violation of the California
<br />Health & Safety Code, California Water Code, and Titles 22 and 23 of the California
<br />Administrative Code.
